In a small bowl mix 1 cup broth, vinegar & brown sugar. Place beef, shallots, garlic, mushrooms & tomatoes in slow cooker. Season with salt & pepper. Stir broth mix over beef. Cover and cook on high for 4-5 hours (low for 7-8 hours) until beef is tender. In a small bowl stir remaining 1/4 cup broth and flour together until smooth. Add to slow cooker and cook on HIGH for 10 mins until mixture thickens.
